Going nuclear

Currently, the only way in which I can imagine emulating the French is copying their appreciation for nuclear power. Amity Shlaes has a good article here about American's almost pathologic fear of nuclear power (which many seem to confuse with nuclear weapons). She also touches upon the benefits from nuclear power and the gradual lessening of that fear in some areas.
