The UN's list of bad guys

From Eye on the UN, the top five countries subject to UN human rights criticism in 2004:

First place: Israel Second place: Sudan Third place: Democratic Republic of the Congo Tied for Fourth place: Cote d'Ivoire and United States of America

Strange that Iran, Saudi Arabia, North Korea, China, and just a few others managed to miss those top five spots. It's worthwhile to mention now that, for decades, Islamists have reviewed to America as "The Great Satan" and Israel as "The Little Satan." I wonder if those nicknames are related to the fact that both those countries placed on this list.
